It is a well-documented fact that low level of financial inclusion in rural India is primarily due to low penetration of formal financial institutions, especially the banks. Another equally important reason of this is lack of acceptable proof of identity and address documents. Though, a number of initiatives had been endeavored by the Central / State Governments and the banking regulators to counter the aforesaid challenge, the problem remained largely unresolved.
In this context launch of Aadhaar based e-KYC service (electronic repository of demographic details and photograph verifiable through biometric authentication) could prove to be cure all in order to reduce the risk of identity fraud, document forgery, and instill paperless KYC verification.
Reserve Bank of India (RBI) had communicated to all banks (excluding RRBs), payment system providers, and prospective prepaid payment instrument issuer to treat the information made available from UIDAI as an ‘Officially Valid Document’ under the Prevention of Money Laundering guidelines to open a bank account.
It has been decided to accept e-KYC service as a valid process for KYC verification under Prevention of Money Laundering (Maintenance of Records) Rules, 2005.In this connection, the information containing demographic details and photographs made available from UIDAI as a result of e-KYC process (“which is in an electronic form and accessible so as to be usable for a subsequent reference”) may be treated as an ‘Officially Valid Document’ under PML Rules. Based on these observations, we can propose a new web based application for quick Identification of the customer using Adhaar Verification.
The Aadhaar based e-KYC System provides a convenient mechanism for agencies to offer an electronic, paper-less KYC experience to Aadhaar holders eliminating insecure and costly paper process that exist today. The e-KYC service provides simplicity to the resident, while providing cost-savings from managing and processing paper documents to the agencies.
